As
required by Delaware State Law, the Kent
County
Comprehensive Plan must be updated every five years. The last
Comprehensive Plan submission (December 10, 1996) was developed by Kent
County in-house planning staff and saved Kent County several tens of
thousands of dollars. Because the plan is developed in-house, the work
output is much more involved and requires several years of management
and data gathering, more so than if contracted.

The Comp Plan
is a statement by Kent County Planning Department regarding policies and
programs for the near and long-range future of a Kent County. The plan
expresses goals and policy commitments to guide decisions related to
land use, housing, community facilities, and levels of service to be
provided, transportation services required by people and goods,
community design, historic preservation, environmental quality control,
economic development, social development, and cultural opportunities.
The plan describes and contains exhibits showing the location of
existing and proposed physical facilities of the community based on the
present and foreseeable social and economic needs of people.
Comprehensive
plans must be developed in sufficient detail to provide a framework
guiding the formulation of more detailed plans in such areas as
transportation, recreation, and health. Comprehensive plans are usually
reappraised every few years and revised, when necessary, to reflect new
or changed goals of Kent County.
